I doubt if this is true.
Normally you have to run "chkconfig <daemon> on"
to get something to start on re-boot.

Also it is probably better under Fedora
to say "service NetworkManager start" (or restart).

[My point is that there are two independent operations,
starting the daemon, and registering it to start on re-boot.]
