Sorry if i've overlooked something in the discussion and you've already tried it, but why don't you use the RPM posted in the review?

The SRPM builds for me FC6 (i386) and FC7 (x86_64) and contains v4lctl

eg.

rpmbuild --rebuild xawtv-3.95-0.src.rpm
