/etc/security/limits.conf

Hi All,

I'm running 4 Intel(R) Xeon(R) CPU 5160  @ 3.00GHz with
12GB of memory (fat supermicro) / 2.6.20-1.2952.fc6
and have a few statistical  user who gobble all the memory with no limits set.
Is using this conf ( /etc/security/limits.conf ) the right / best place
to start limiting?

Is the setting of this reset on boot or is there a command/etc to
set on the fly?
