I did this:

    # sleep 10 ; ps -ef
    Launch something administrative, get dialog

I see that userhelper is being used.  Man userhelper indicates that it
looks in /etc/security/console.apps/<command name> to see which user to
authenticate, and there I see "root".  If the variable USER is set to
"<user>", then the invoking user is authenticated (much like sudo, but not
using sodoers).
