You can configure it using Control Center -> Desktop -> Window behavior. (Yep, KDE is a bit weak when it comes to logical UIs...) As for using compiz/beryl out of the box, well, last time I checked, both replace kwin (which has a far more extensive feature-set compared to metacity/etc making it a big no-no for me) and play badly with the KDE pager. In short, for now, I'd suggest people wait for KDE4's new composite/AiGLX implementation. - Gilboa
