The postgresql-libs package that you have already installed is a third party package. Packages that are in Fedora and require postgresql-libs would be built against and depend on the version that is in the Fedora repository.

You have to either remove the third party package you have installed and install the Fedora repository package or build subversion against the package you already have installed from elsewhere.
