yes.
downloading the key first, then "rpm --import..."
gives "error: jpackage.repo: import read failed(0)."

Since that does not work why didn't you follow through with the either
of the alternative repositories mentioned on the gstreamer web page?
The Livna repository contains everything this group offered so
download and install the Livna yum configuration file:
http://rpm.livna.org/livna-release-5.rpm .
