It's on the dvd image, which you need to download anyway:  F-7-i386-DVD.iso

After downloading the DVD image, mount it like this:

mount  F-7-i386-DVD.iso -t iso9660 -o ro,loop /mnt/iso

(substitute the /mnt/iso directory for where-ever you want to mount it.

You can then get at the contents of the DVD image by going to your /mnt/iso
directory.

Burn the image /mnt/iso/images/boot.iso to a CD and that's all you need to boot
from.
