check for a # mark in front of the word baseurl in fedora-updates.repo
file. it is in /etc/yum.repos.d directory. if it exists just remove it.
same for fedora.repo file.

I encountered this when I tried to update the F7-rc2 install. The
problem was that  "update" and "everything" mirrors were not be
enabled. Waiting until 10:00AM PDST yesterday got yum to work.
