which is a decision that might very well have pushed me over the edge into switching to a new distribution.

The checkbox I want is "assume dozens of people will be using this box for development and office work in a 24x7 shop - if they want to run something that isn't installed, they'll call your cell phone at any hour". That gives the right perspective against wasting a few dollars worth of disk space.

workstations to the box or as in multiple serial terminals?

No serial terminals. An assortment of ssh and X sessions from various other things. I normally install from a k12ltsp distro instead of a straight fedora so thin client boots are possible, but freenx is probably more popular and what I use myself. The point is that I don't want to limit what can be done by what is installed or to give everyone root access to install things. "Everything" doesn't mean everything available, it means everything someone familiar with the whole distro would expect to be useful or the best of several choices. The point is that someone assembling the distribution is in a much better position to make this selection than someone just doing the install.
