Wild guess:  Linux is using GMT for the hardware clock, Windows is not.

If so, the time will be too far out for the automatic feature to work.
It'll forgo trying to set the clock.

For dual-booting systems, you'd (normally) run the hardware clock on
localtime.  For all-*IX systems, you'd (normally) run the hardware clock
on GMT.
