I'm not sure what this has to do with 0.12.17. I've been using K3B to
burn dual layer DVD since well before 0.12.17 existed.

If you really want 1.0, you can either build it yourself, or follow the
link on the k3b web site to a repository that has a 1.0 Fedora RPM.
