I'd use ncftpget or ncftpput. Both from the ncftp rpm and designed as FTP
for scripts.

Nope you need an FTP server on the other side. If you can ftp to the
other system using the command line right now, then nothing additional is
needed on the other system.
BTW two other options are curl or wget...
