It might be that someone wants to see what's changed prior to that step so that they don't have to bother downloading and installing for things that they don't care about. :) For that, using repoquery --changelog package1 [...packageN] is handy. You could even get the list of packages to feed the repoquery from yum check-update. Or you could subscribe to the announce list like someone else mentioned.
