Look at the time in the BIOS.

If it matches UTC, the answer is Yes.

- unless you live in a place at UTC+0, then you'll
have to wait until daylight saving time ends, and check
again :-)

You would use UTC=YES on a Linux-only machine, and UTC=NO
on a dualboot (Linux/Windows) machine.
