I may be mistaken, but I believe that you can have both baseurl and mirrorlist active, but when changing something in the .repo files a yum clean metadata is required to flush cookies which would otherwise prevent yum from checking the newly-enabled url lists. At least that is what I have used and so far that seems to be the case, and I do have repos with both enabled, and multiple baseurls as well.
