To see if it is a problem with mplayer, try this on the terminal:
# mplayer "http://tracking.military.com/cgi-bin/outlog.cgi?url=http%3A%2F%2Fimages%2Emilitary%2Ecom%2FAudio%2FFTED50%2Emp3%3FESRC%3Dnavy%2Enl&code=070129WNVH06&eml=ddb8efb55e7cf67504811758fd348d3f";
(all 1 line with the URL wrapped in quotes).

If mplayer can't play it, you should see some error.
