I've noticed there are two grub.conf files: /etc/grub.conf
and /boot/grub/grub.conf, both of which contain the comment "grub.conf
generated by anaconda." Which of these is primary; i.e. which should be
used for parameter changes? Or does it matter? Thanks for the help!

They are the same file. The grub.conf in /etc is a symbolic link to the file at /boot. Basically, the file in /boot is the "real" file.
