here's an update. i did some checking and noticed that usbcore.o module
is not present. isn't this necessary? i ran insmod usbcore.o and the
module isn't present. could it be the livna kernel-2.6.18-1.2798.fc6 has
somehow broken this functionality?

What is this livna kernel? AFAIK livna does not provide a kernel
package. The most up to date kernel is 2.6.19-1.2895.fc6 - perhaps you
should try that one.
