No it isn't. I think 216 is a typo since I have:

$ locale LC_PAPER
297
210
UTF-8

which is the millimeter size of A4 paper and yet default paper size  with
acroread is letter.

Then it looks like acroread doesn't obey your locale settings. The OP
on this thread is using evince.
