The rpm output should have cued you in. Then, perhaps "yum install kernel-devel-2.6.18 1.2869.fc6 i686" will give you the results that

you want. Why are you relying on yum so heavily? It appears you know how to use rpm. You could have used "rpm -ivh path_to_package/kernel-devel-2.6.18.1.2869.fc6.i686.rpm".
