I have the same problem on an old (1998) pentium2; I have to walk around
behind the machine, hold the poweroff, and pull the power cord out for a
few seconds; if I put it back too soon, the machine reboots.

FC6 does not do this on any of three other machines, nor does FC6.ppc on
an old (2002) G3 iBook.
