You need to be root to install an RPM. If you have setup sudo than you
can do
$ sudo rpm -ivh sendmail-devel.rpm
Or the second way: first become root and then install the rpm:
$ su -
<enter your password>
# rpm -ivh /directory/where/rpm/is/located/sendmail-devel.rpm
