Why not solve the problem using the uucp group? It's the designed solution?
Your final question mark indicates you have the same question I do: Is the uucp group *the* solution for non-root users needing to access the serial port.
My other question is why doesn't a non-default udev rule work as expected on /dev/ttyS*.
