nm-applet is different then NetworkManager which is a program that made
to run by a script in /etc/init.d/. You are running NM script not the
network script? Also NetworkDispatcher must also be running. If all the
right scripts are not triggered then nm-aaplet will not work.
network is the script running by default.
Otherwise I have never seen the behavior you are describing.

I made confusion: forgive me!!! but I am a newbie with wireless.
If I go when I am in the office I get a "default " wireless network: I
have the doubt that someone has a non-protected network, maybe at the
restaurant sitting below my office!!!
Signal is very very weak.....I have to check also at home but usually
I do not get the "default" network, maybe that some Centrinos are
working around!!!
This is the output from a terminal....
