I must correct this.  In fact, it types ~7 if there is a keyboard focus.

The line in /etc/inittab is unchanged from previous releases, and is not
what was being acted on in FC5, as that line would run "shutdown", but in
FC5 a dialog was shown.  Perhaps that line has an affect when X is not
running.

The dialog is not coming from /etc/inittab.  It is coming from X or the
window manager.
