Release of ATI fglrx 8.30.3 Display Drivers

* Users with X Server X.org 7.1 can now play video using XV.

I tried to install them from the AMD/ATI binary; and got libGL in
a mess, so have gone back to where I was.
    I expect livna will package them sometime.
