Yes. Nearly all Radeon cards (R100 through R300/R400 series) as well as the Intel integrated cards support the features needed for AIGLX/Compiz, and the open-source drivers for these which ship with Fedora have the features enabled by default. (Though, you still must go into the preferences and click the button to enable the desktop effects.)
