There is some option using the rescue CD to install rpms even if rpm is not presently on the installation. I believe it is mainly used for damaged installations where rpm is affected. Since you removed rpm, I guess it is effected.

I'm not sure how many issues there will be with FC6 so I'm goin to wait it out.

It installs rpm and yum by default. KDE is selectable. Also there was great care with the developers and the testers to resolve issues before release.

I don't have FC6 downloaded and installed yet. I am still running the test version until the download completes.

If you still want to stick it out with FC4, googling for options available that will allow you to install rpm in rescue mode. I believe it is something like mounting the media, changing to the directory where your rpm files are located, running
rpm root=/mnt/sysimage -Uvh /mnt/source/Fedora/RPMS/rpm*.rpm

I never tried this, but partial of remembrance on a similar topic seems to be "something like that".

I also tried google to find information but cam up with poor hits with the search.

Good luck!
Are you sure that you are not ready to upgrade?
