Won't shutdown when time is up

Set fc5 to shutdown ; shutdown 13:30

But FC5 won't shutdown and in screen displayed;
Telling INIT to go to single user mode.

INIT: Sending processes the TERM signal

And then just stopped  right there and the cursor kept blinking- no  
power down
