Almost the same problem here and running "kbuildsyscoca" didn´t help. 
I can see the Control Centre under "Einstellungen" (probably
"configuration" on an englisch client"), but clicking it, doesn´t start
the control center. Many other menu items are also gone or don´t work
any more (Menu Editor,..). 

Doing: 
[DOWNGRADE] kdebase 6:3.5.3-0.4.fc5 -> 6:3.5.3-0.3.fc5

brings back all the missing items and the none working are doing the job
as expected again.
