I don't have a /etc/udev/permissions.d/50-udev.permissions file at all on the FC4 machine that I'm looking at here. It appears to be set using the file /etc/udev/rules.d/50-udev.rules That 50-udev.rules file looks extremely complex and there is no line that looks like your cdroms/*:root:disk:0660 in there at all.
