It might be nice if there were a README.Fedora included that covered this, but there isn't (yet). If you install mod_dav_svn it will add a subversion.conf file in /etc/httpd/conf.d. It loads the modules and has instructions for creating a repository. It also points out some issues to be aware of if you have SELinux enabled. Creating fine grained access control with mod_authz_svn is left up to the user. I don't think there's a similar package that will quickly enable the svnserve daemon, but I've only looked quickly. mod_dav_svn suits my needs well. No repositories are created by the subversion package nor is there any particular area set aside strictly for this purpose as far as I know. If you haven't checked it out already, the book Version Control with Subversion[1] is quite nice and covers a lot of configuration and usage scenarios. I found it invaluable and the instructions there applied well to the Fedora installed packages.
