You can also open gconf-editor as root and then from the file menu select either new defaults or new mandatory window. Another option is sabayon. Install sabayon and sabayon-admin and then use System -> Administration -> User Profile Editor (possibly under a "More ..." menu). You can use it to create default profiles and select which users the settings will apply to.
