sounds like a file permissions problem

who owns the /windows directory and what are its permissions?
ls -ld /windows

the shortcut (and least secure) method to fix this might be
chmod 777 /windows

you may wish to force a group onto the share to avoid it being
read/write for all.

e.g. chgrp users /windows
chmod g+ws /windows

and in your share definition:
force group = users
