protectbase plugin for yum not working for me

I have 

  [main]
  enabled = 1

in /etc/yum/pluginconf.d/protectbase.conf and 

  protect=1

in the .repo file but protect base is not working.

I've added some debugging statements
to /usr/lib/yum-plugins/protectbase.py and the protect member never
seems to be set.

Does anyone have protectbase working?
