I've just found that it's because the mirror I'm looking at is somehow out of sync. ppp exists on (for example) rpmfind.net (ftp://fr2.rpmfind.net/linux/fedora/core/5/i386/os/Fedora/RPMS/), but not on zeniia.linux.org.uk (http://zeniiia.linux.org.uk/pub/distributions/fedora/linux/core/5/i386/os/Fedora/RPMS/), which is where I've got yum pointing.
