You can do basic moderation via email (with no special MTA config
AFAIK), but you can't do real administration via email with mailman.
That is a limitation in mailman. but the web front end is quite nice
and the command line tools are there as well.  So if it's on a server
where you have ssh and are in the mailman group, you have excellent
control.
