Updates has the two latest packages, kernel-devel-2.6.16-1.2096 and kernel-devel-2.6.16.1.2111. Your CD/DVD and FC5 core repo still have the kernel-devel-2.6.15-1.2054 rpms.

Yum updates/upgrades installed packages. Use rpm to install an earlier package, e.g. rpm -ivh http://download.fedora.redhat.com/pub/fedora/linux/core/5/i386/os/Fedora/RPMS/kernel-devel-2.6.15-1.2054_FC5.i686.rpm
