It's not as if none of those things happened.

How does Logwatch get started each day? crontab -l doesn't show anything for root?

$ ls -l /etc/cron.daily/0logwatch
lrwxrwxrwx 1 root root 39 Apr 5 04:58 /etc/cron.daily/0logwatch -> /usr/share/logwatch/scripts/

Don't know why it's stopped working for you.
