If the kernel is not listed below
http://download.fedora.redhat.com/pub/fedora/linux/core/updates/4/i386/
which I have checked and it is not, then your best bet
is to 

# yum install kernel-2.6.13-1.1526_FC4

Otherwise some other mirrors might have it.
