This is with my laptop with a Intel IPW2200 and a Netgear DG834G
wireless router. I've also seen the same behavior when I tried using WPA
with a US Robotics router.

wpa_supplicant is new to me, but I noticed wpa_passphrase eats the ssid along with the PSK to generate the magic key. Maybe try to regenerate this with a null ssid in wpa_passphrase and see if it is happier with no incoming ssid.
