What version of Fedora are you using?
In FC5 make sure NOTHING related to hdc or cdrom is in /etc/fstab. HAL
takes care of that.

With respect to converting a wav file to mp3 - I use lame from the
command line. lame is available from the rpm.livna.org repository.

With lame installed, you can also use grip for a gui CDROM ripper
straight to mp3.
