It should at least be installed when you install tetex-doc since a lot of the documentation is in dvi. I can understand it not being installed with tetex - if your tetex box is headless, xdvi would pull in X11 dependencies, dvips is all you need to print a dvi. But it should be a dependency of tetex-doc imho.
