It's not a question of which terminal you're on; switching run-levels
results in messages coming up on the current terminal detailing
services started and stopped.  When this finishes you are not
presented with a new prompt at that terminal until you hit return.
It's a (very) minor security flaw in a way because it might
persuade a user that they are not logged in on that terminal,
leading them to switch to another pseudo-terminal without
logging off.
