TCP Wrappers

Hi ALL

I have RHL9 installed and I am using TCP Wrappers, In the /etc/hosts.deny
I have put

vsftpd : ALL EXCEPT : localhost

but doesnot work for me I want to deny FTP Service to localhost

Any Clue
