Yes, it does, due to selinux.  I reported this a couple of weeks ago
on the fedora-selinux list and the issue was quickly fixed.  The fixes
are in the current policy.  You can boot with selinux disabled, update
the policy, touch /.autorelabel and reboot with selinux enabled.
