strange getkey paragrah in /etc/rc.d/rc.sysinit for Fedora Core ???

Hi,

 Anyone know why there is the following stanza in
/etc/rc.d/rc.sysinit for all Fedora Core releases? 
What?s the purposes of it? I asked it because some of
my machines hangs at bootup and I have to press
?ctrl-c? to let it continue to run.

 And, where is the ?PROMPT? variable get set? Set to
which value?
