None of these are all that useful these days. I haven't seen uuencode or uudecode used in ages -- these days, it's easier to use something like mutt -a to attach a file to be emailed, and it will be sent as a MIME attachment, which is more robust and better supported about everywhere. I'm more surprised it isn't in Extras by now.
