That was enough to point me in the right direction.

my main server directory /var/www/html in httpd.conf had "AllowOverride None"

My first guess would be that you've set "AllowOverride" to some value in
the virtual host or a Location clause in the httpd configuration, rather
than setting it inside of a Directory clause.
